The Whiteside County Board has announced a new grant program, The ARPA State and Local Fiscal Recovery (SLFRF) Grant, available to businesses, nonprofits and individuals impacted by the COVID-19 pandemic.

The pandemic had significant impact on County’s economy and this new program is intended to provide funds to assist in pandemic recovery. The awards are a grant and will not be needed to be repaid.
Eligibility Criteria
Eligible entities must meet the following criteria:
- The entity must be located in Whiteside County (e.g. office, storefront) or directly benefit Whiteside County residents.
- The entity must employee fewer than 500 employees o The entity must demonstrate significant Covid-19 expenses or disruptions. o The entity must have been in operation in Whiteside County since at least February 15, 2020* or earlier.
- Independent contractors must not have received unemployment since March 1, 2020 to be eligible.
- Must be in good standing and not in default with the IRS, State of Illinois and/or Whiteside County.
- Must not currently be in bankruptcy.
- Preference will be given to:
- Entities located within an Illinois Department of Commerce and Economic Opportunity (DCEO) Disproportionately Impacted Area (DIA)
- Highly impacted industries such as: Restaurant, Bar or Tavern; Event, Performing Arts, Music, or Movie Theater/Venue; Indoor Recreation; Health and Fitness Center; Retail.
