These grants may be used to fund any aspect of the nonprofit’s mission including day-to-day operations. As one-year, non-renewable grants, they are targeted to nonprofits that primarily serve Communities of Color and provide programs and services to neighborhoods in Chesapeake, Franklin, Isle of Wight County, Norfolk, Portsmouth, Suffolk, and Virginia Beach. Preference will be given to organizations that demonstrate a commitment to racial equity as a core component of their services and programming.

Award amounts will vary based on the number of grant requests received. Awards will typically range from $2,000-$10,000.
Eligibility Criteria
- The application is open to 501(c)3 nonprofits that meet HRCF’s eligibility requirements, except that these grants will fund operating support.
- An applicant must be in good standing as a 501(c)(3) with the IRS since January 1, 2020.
- The organization’s operating budget must be $150,000 or less.
- The applicant must have a demonstrated commitment to racial equity.
- The applicant must be BIPOC-serving; 51% or more of the clients served are Black, Indigenous, and People of Color.
- The organization must have three board members excluding the Executive Director or CEO of the organization.
- The organization must submit audited financials, a full 990, a 990 EZ with a profit and loss statement for the budget year, or a 990N with a profit and loss statement for the budget year. A profit and loss statement includes the organization’s revenues and expenses to date for the year.
