The County of Los Angeles (County) through its Department of Consumer and Business Affairs (DCBA) has partnered with Community Services Unlimited Inc. to implement the Healthy Food Kickstarter Project (Kickstarter). Kickstarter will support access to and the delivery of grant-funded programs that will provide affordable, fresh, healthy food options to the County’s most food insecure communities in order to strengthen and contribute to a more equitable, post-pandemic food distribution system.
Kickstarter aims to address and alleviate food insecurity regularly experienced, and compounded further by the COVID-19 pandemic in Black, Indigenous, and People of Color (BIPOC) populations, low-to-moderate income individuals and families, and those living in County-identified Target Communities.
Allowable Use of Funds
- $20,000 for newly launching projects
- $200,000 for expansion of existing projects
- A total grant fund of $4,100,000 has been designated. Kickstarter seeks to fund a minimum of 15 expansion projects and 5 newly launching projects, the exact distribution between start-ups and expansions may exceed these minimums based on the applications received. Technical assistance will be offered to grant recipients, in addition to the grant award.

Non-profit and private/for-profit organizations can apply.
- Target Areas To be eligible proposed projects must take place within a COVID Recovery Target Area within Los Angeles County identified as High or Highest need. You may go to Covid-19 Dashboard and search the address or zip code of your proposed project.
- Eligible projects include: Grocery stores & markets, restaurant and catering, meal services, farms and gardens, mobile and pop-up vendors, delivery & distribution services, and subscription programs. This is not an exhaustive list. All innovative enterprises that increase access to Healthy Food are encouraged to apply.
