The Illinois Department of Commerce and Economic Opportunity (the “Department” or “DCEO”) is issuing this Notice of Funding Opportunity (“NOFO”) to encourage infrastructure investments and site readiness planning activities on 400 acres of contiguous industrial property in Jersey County in order to make more sites viable to large economic development projects in the county.

A grant provided through this opportunity will support site readiness planning activities and infrastructure investments needed to prepare 400 acres of contiguous industrial property to attract future private investment to Jersey County and new job opportunities in the industrial sector.
Mandatory requirements:
- Minimum developable acreage: 400 acres, with rail access
- Clear land title or option to acquire title, right-of-way and easements
- Eligible entities: Non-profit organization that hold options on eligible properties that they seek to lease or sell for future industrial development
- Current zoning: Industrial or agricultural
- Must be located within an Enterprise Zone.
Performance Goals and Measures
The intended outcome for this grant is to have better prepared sites in Jersey County to attract future investment and new job opportunities in the industrial sector.
The grantee will be required to document and report milestones achieved and other relevant outcomes of the grant, including:
- Project milestones, including completion.
- Dollar amount of investment leveraged.
Funding Information
This grant program is utilizing state capital funds and other available funds consistent with the purpose of this initiative appropriated by the General Assembly. Total amount of funding expected to be awarded through this NOFO is $3,000,000. The Department expects to make one (1) award though this NOFO.
Grant Period
Anticipated start date for awards is Q4 FY2024. The period of performance is expected to be April 15, 2024 through April 14, 2026.
Eligibility Criteria
- Must be a non-profit economic development organization
- Must be located in and serving Jersey County
- Must hold options on 400 contiguous acres of land in Jersey County that includes existing rail access and is zoned agricultural or industrial.
