The state of Indiana, through procedures established by the Indiana State Police (ISP) and administered by the Indiana Department of Homeland Security (IDHS), will provide matching grants to city, town and county law enforcement agencies for the acquisition of body-worn cameras to enable the provision of essential government services despite substantial reductions in revenue suffered by local entities because of the COVID-19 public health emergency. This program will be known as the Indiana Local Body Camera (ILBC) Grant Program.

The state will provide matching grants to city, town and county law enforcement agencies for the acquisition of body cameras through annual appropriations. Grant funds may only be used for the purchase of body cameras and may not be used to purchase video storage equipment or services. Eligibility Criteria
- Eligibility for project funding will be limited to city, town and county law enforcement agencies only, and only one ILBC Grant Program application will be allowed from each law enforcement agency.
- Applicants are eligible to apply for grant funding in an amount not to exceed eight hundred dollars ($800) per officer employed by the agency.
- Only purchases made within the period of performance (Jan. 1, 2023, through Dec. 31, 2023) will be eligible for reimbursement.
- To be eligible, each law enforcement agency applicant shall certify it has implemented or will implement a body-worn camera policy prior to the expenditure of any funds for which it will request reimbursement under the ILBC Grant Program.
