Types of Grants
CDBG Program
- The CDBG program provides funding for projects that benefit low- and moderate-income individuals and families, eliminate slum and blight conditions, and address urgent community needs.
- The Community Development Block Grant (CDBG) develops viable urban communities and expands economic opportunity for low‐to‐moderate income people.
- All CDBG activities must meet a National Objective:
- Benefitting low and moderate income (LMI) persons,
- Preventing or eliminating slums or blights, or
- Meeting an urgent need: existing conditions pose a serious and immediate threat to the health and welfare of the community and other financial resources are not available to meet such needs.
- CDBG Eligible Activities
- Acquisition of real property
- Relocation and demolition
- Rehabilitation of residential and non‐residential structures
- Construction of public facilities and improvements
- Public services
- Activities related to energy conservation and renewable energy sources
- CDBG Eligible Projects
- Housing rehabilitation,
- Economic development,
- Public facilities, and
- Public infrastructure improvements.
HOME Program
- The HOME program provides funding for the development, acquisition, and rehabilitation of affordable housing for low- and moderate-income families.
- The HOME Investment Partnerships Program develops and expands the supply of decent, affordable housing for families earning no more than 80% of the Area Median Income (AMI) for homeowners and 60% AMI for renters.
- HOME Eligible Activities
- HOME eligible activities include, but are not limited to:
- Construction of new housing (rental or owner occupied)
- Rehabilitation of existing units (rental or owner occupied)
- Demolition of dilapidated structures
- Relocation expenses
- Homebuyer or rehabilitation assistance
- Tenant Based Rental Assistance (TBRA)
- HOME Eligible Projects
- The construction of new affordable housing units,
- Rehabilitation of existing homes, and
- The acquisition of land for affordable housing development.
ESG Program
- The ESG program provides funding to help people experiencing or at risk of homelessness regain housing stability.
- The Emergency Solutions Grant (ESG) assists homeless or individuals at risk of homelessness to regain housing stability.
- ESG Eligible Activities
- ESG Eligible Projects
- Emergency Shelter construction,
- Rental assistance, and
- Homeless prevention programs
- Homeless Management Information System (HMIS) administration,
- Street outreach activities,
- Emergency shelter operations,
- Short-term rental assistance for those at-risk of homelessness,
- Case management, and
- Other supportive services.
Eligibility Criteria
- HOME Program
- Eligible applications for HOME funding must be a 501(c) (3) non‐profit, for‐profit company, or a Community Housing Development Organization (CHDO).
- All activities must benefit low to very low income families and address a goal in Bexar County’s 2021‐2025 Consolidated Plan.
- Home Service Area: If the project is within the City of San Antonio, the applicant is required to submit a letter of support from the City of San Antonio indicating that the City will also be contributing funds to the project in accordance.
- ESG Program
- Eligible applicants must be a 501(c) (3) non‐profit and an active member of the Continuum of Care ‐ the South Alamo Regional Alliance for the Homeless (SARAH).
- All applicants must obtain a letter of support from SARAH to submit with their application.
- All activities must address a priority in Bexar County’s 2021‐2025 Consolidated Plan.
- Homelessness Prevention activities must benefit households below 30% AMI.
- Applicants are required to report data in the Homeless Management Information System (HMIS) and to participate in San Antonio/Bexar County Coordinated Entry.
- ESG Service Areas: ESG funds can be used anywhere within the jurisdictional boundaries of Bexar County.
