The program distributes funds for the arts in all 100 counties of the state primarily through partnerships with local arts councils. The Haywood County Arts Council (HCAC) is responsible for sub granting at least 50% of these funds out to Haywood County arts organizations.
Priorities for Funding
The North Carolina Arts Council, in partnership with the local arts council network, suggests the following priorities when investing Grassroots funds in the coming years:
- Building sustainability of the arts ecosystem within each county (beyond projects, investing in operations and staff).
- Developing new relationships with arts organizations that have not been previously engaged.
- Investing in capacity building for arts organizations (shared trainings, specific capacity building tailored for individual organizations, strategic planning, board training, etc.).
The priorities of the grassroots subgrants program are:
- To provide operating or program support to qualified arts organizations including theaters, symphonies, galleries, art guilds, choral societies, dance companies, folk arts societies, writers’ groups and arts festivals, among others
- To support arts learning and arts in education programs conducted by qualified artists.
- These can be artist residencies in schools, afterschool or summer camps or adult arts learning classes
- To fund community, civic and municipal organizations. These programs must be conducted by qualified artists.

Grant amounts range from $500 and up.
Eligible Projects
- Hiring artists to plan, purchase supplies, and teach arts programming.
- Equipment purchases that support arts programming.
- Capital improvements that support an organization’s ability to perform arts programming.
- Program expenses such as professional artists’ fees and travel, space rental, advertising, marketing and publicity, website and electronic media, scripts, costumes, sets, props, music and equipment rental
- Operating expenses for arts organizations including salaries, telephone, office supplies, printing, postage, rent, utilities, insurance and equipment rental.
Eligibility Criteria
- Organizational History
- Organizations must have been in operation for at least one year.
- Non-Profit Status
- While nonprofit 501(c)(3) status is preferred, organizations that are nonprofit in nature are also eligible. Individuals are not eligible to apply
- Location
- The organization must be located in and serve Haywood County
- NCAC Funded Organizations
- HCAC is allowed to provide program or operating support to arts organizations that receive operating support from the North Carolina Arts Council; however, the funds cannot be used for a project already funded by the North Carolina Arts Council.
