The ARPA Small Business Reimbursement Grant will provide a one-time grant to small businesses that continue to experience financial hardship due to the COVID-19 pandemic.
The reimbursement grant is intended to help businesses recover typical operating costs such as rent/lease payments, utilities, payroll, inventory, facility repairs, upgrades, and other expenses.
Priority
Priority will be given to the following types of businesses:
- Retail, restaurants, and personal service establishments, specifically: hair salons and barber shops, nail salons, day spas, and fitness studios, that operate in a commercial storefront
- Family child care homes licensed by the State of California
- Residential cleaning services and residential landscaping/gardening businesses that operate under a home-based business license
- Businesses that did not receive funding from the City of Concord Small Business Grant Program or Measure V Commercial Rent Relief Program

This is a reimbursement grant of $5,000.
Eligible Activities for Small Businesses with Commercial Storefronts and Family Child Care Homes
Commercial storefronts and family child care homes may use funding for:
- Rent/lease payment and utility bills
- Payroll, inventory, equipment, and marketing/communication
- Facility repairs (including those caused by vandalism) and upgrades (including security systems) to support recovery efforts
- Other expenses that occur in the ordinary course of operations
Family child care homes may apply 70% of rent or lease payments and utility bills towards grant reimbursement. Commercial storefronts may apply 100% of rent or lease payments and utility bills towards grant reimbursement.
Eligible Activities for Home-Based Residential Cleaning Services and Residential Landscaping/Gardening Businesses
Home-based residential cleaning services and residential landscaping/gardening businesses may use funding for:
- Payroll, insurance, and employee benefits
- Technology and marketing/communication
- Equipment and supplies needed to perform business at the work site
In the case of home-based residential cleaning services and residential landscaping/gardening businesses, awardees may NOT apply rent/lease payments or utility bills towards reimbursement.
Eligibility Criteria
To be eligible to apply, a business must meet the following requirements:
- Physical location within City of Concord limits
- Active City of Concord Business License or California Family Child Care Home License issued no later than June 30, 2020
- No more than 25 employees as of June 30, 2020
The following businesses are NOT eligible to apply:
- Businesses operating outside Concord city limits
- Businesses with over 25 employees as of June 30, 2020
- Businesses without a valid City of Concord business license or California Family Child Care Home License as of June 30, 2020
- Home-based businesses with the exception of family child care homes, residential cleaning services, and landscaping/gardening businesses
- Subcontractors under a primary business license, such as a salon
- Lending and investment institutions and insurance companies
- Gambling facilities
- Non-profit organizations
- Franchise businesses that are not independently owned and operated within the City of Concord
- Franchises with more than 3 locations within City of Concord limits
- Businesses engaged in any illegal activity per local, state or federal regulations
- Businesses not in operation at the time of application or award
