The City of Colonial Heights is an entitlement community and has received Community Development Block Grant (CDBG) funds since 2005. Community Development Grant funds are issued to the City by Housing and Urban Development (HUD) to administer the Colonial Heights Home Repair Program. Each year the City must meet the objectives set out by the City’s Consolidated Plan and yearly Action Plan to report how the funding was spent on the Consolidated Action Plan Evaluation Report (CAPER).
To support community development, activities are identified through an ongoing process. Activities may address needs such as infrastructure, economic development projects, public facilities installation, community centers, housing rehabilitation, public services, clearance/acquisition, microenterprise assistance, code enforcement, homeowner assistance, etc.
Funding Information
A grant of up to $10,000 is available for single-family dwellings to assist with specific home repairs or activities that eliminate conditions detrimental to the safety and health of the residents.
Eligibility Criteria
Renters with a legal disability are also eligible for the program.
Eligible activities or repairs include, but are not limited to, the following:
- Faulty roofs
- Missing gutters
- Faulty porches and steps that present a safety risk
- Unsafe electrical, heating or plumbing systems
- Security Issues: Floodlights, deadbolts
- Broken windows or unsecured doors
- Flooring (decayed or deteriorated framing)
- Bathroom modifications for people with disabilities such as but not limited to: grab bars, tub seats and raised toilets
- Lead-based paint testing will be performed for each home that receives a home repair grant.
