The City of Springfield is looking to increase the amount of affordable rental housing units in Springfield and is seeking both nonprofit and for-profit housing developers to apply for a portion of the $1 million the City has available in federal HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) monies to fund projects.
The source of these funds is the U.S. Department of Housing and Urban Development (HUD) HOME American Rescue Plan (HOME-ARP) Grant of $3,805,703. The City has received the HOME-ARP Grant and all projects for funding must be completed and all funds expended no later than 9/30/2030.

Eligibility Criteria
Both non-profit and for-profit developers may apply for the HOME-ARP grant. Non-profits must provide evidence of their IRS 501 (c) (3) status with the application. For-profit entities must provide the applicable organization documents. All applicants are urged to attend one of the Pre-proposal Technical Assistance meetings because of the complexities of the eligible beneficiaries that HUD requires.
