The 2022 supplemental operating budget, directs Commerce to develop a grant program to support the adoption of ordinances authorizing middle housing types, along with a conducting a racial equity analysis. The proviso also aligns with the following bolded requirements to update the housing element of the comprehensive plan as set out in amendments to RCW 36.70A.070(2). Funding is available only to cities in the Puget Sound region.

Middle Housing Grants will be available to cities within King, Kitsap, Pierce and Snohomish counties as follows:
- Cities over 20,000 population: $100,000
- Cities 10,000 – 20,000 population: $75,000
- Cities under 10,000 population: $60,000
- This funding will be available for State Fiscal Year 2023 (July 1, 2022 – June 30, 2023).
Grant Requirements
Periodic update grant award notifications and instructions will be issued to counties and cities with 2024 updates by June 2022, and Commerce will be working with you to finalize the grant agreements. Jurisdictions will be eligible to request grant reimbursement for all periodic update grant work, defined in the grants agreements, beginning July 1, 2022. The second half of this grant is scheduled for the following state fiscal year (beginning July 1, 2023).
