In 2023, the Arts Commission created an American Rescue Plan Act (ARPA) Arts Recovery Program to support local nonprofit arts and cultural organizations by investing $1 million of federal ARPA funds to address significant arts community issues impacting these organizations’ ability to rebuild after the COVID-19 Pandemic.
Phase 1: Venue Reactivation Support Initiative
In the first phase of the ARPA Art Recovery Program, the Raleigh Arts Commission will allocate ARPA funds for the Venue Reactivation Support Initiative, an initiative that will make it easier for Raleigh nonprofit arts and cultural organizations to produce events at City-owned venues, specifically the Martin Marietta Center for the Performing Arts, the Raleigh Convention Center, and Red Hat Amphitheatre. Future phases of the ARPA Arts Recovery Program will address the needs of arts and cultural organizations throughout Raleigh and the gaps created by the pandemic.
Modeled on a successful Denver Arts & Venues ARPA program, the Venue Reactivation Support Initiative will utilize $300,000 of ARPA money to offer a reduction in program costs to Raleigh nonprofit arts and cultural organizations to produce performances or events at specific City venues between July 1, 2023, and June 30, 2024. Funds will cover specific third-party costs typically billed back to arts and cultural organizations, such as security, union stage labor, lighting/sound equipment, and ADA accommodations.

Eligible Expenses
Eligible expenses include third-party costs typically billed back to venue clients as production expenses, such as security, stage labor, lighting/sound equipment, piano tuning, ADA accommodations (ASL interpretation, audio description, captioning, etc.)
Eligibility Criteria
To participate in this initiative, applicants must be a nonprofit arts and cultural organization headquartered in Raleigh, chartered by the State of North Carolina, and exempt from federal and state income tax with 501(c)3 designation by the Internal Revenue Service. For the purposes of this initiative, an “arts and cultural organization” is defined as one whose primary mission and goals articulate its commitment to developing and providing ongoing arts and cultural programs for the general public. Applicants must agree to comply with the City’s nondiscrimination policy. Applicant organizations must also have been regularly producing arts and cultural programming on or before January 1, 2019 and be able to show loss of income and programming due to COVID19.
Eligibility Requirements
Applications will be reviewed to ensure arts and cultural organizations meet the following requirements for Venue Reactivation Support:
- submit a complete application on or before the deadline;
- have substantial experience producing arts events/programs similar in scope to what is proposed;
- demonstrate negative organizational and programmatic impacts due to COVID-19;
- for current or previous City venue renters, have a strong record of venue regulations compliance; and
- for current or previous grant recipients, have a strong record of grant compliance.
Event Requirements
- Eligible events will take place between July 1, 2023 – June 30, 2024 and will
- be arts and cultural events, productions, and/or performances;
- be held at either the Martin Marietta Center for the Performing Arts, the Raleigh Convention Center and/or Red Hat Amphitheatre;
- comply with the requirements and conditions of those venues’ booking agreements;
- be ticketed and open to the general public;
- use Ticket Master ticketing system;
- not be fundraisers; and
- be accessible to people with disabilities, including the provision of accommodations and services as requested.
