Community Development Block Grant (CDBG) funds are provided by the U.S. Department of Housing and Urban Development (HUD) to improve local communities by providing decent housing, improved infrastructure, public facilities, and services, and improved economic opportunities. Federal law requires that these housing and community development grant funds primarily benefit low- and moderate-income persons; funds may also be used for activities that help prevent or eliminate slums or blight; or for projects that meet urgent community needs.

Grant Period
The 2023 program year will run from April 1, 2023, to March 31, 2024.
Funding Information
In 2021, the county received a block grant in the amount of $1,090,611. In 2022, the county received a block grant in the amount of $1,089,731. The County anticipates similar funding for the 2023 cycle. However, it is important to note that this amount serves the entire program to include housing projects, economic development projects, public facility projects, infrastructure projects, public service projects and administrative expenses. HUD regulates that no more than 15% of the block grant can be granted in the public service category. The El Paso County CDBG program has estimated that approximately $150,000 will be awarded to the public service category in 2023.
The minimum grant awarded will be no less than $20,000. Additionally, agencies need to balance the cost/benefit of the amount requested.
Geographic Requirements
El Paso County receives its CDBG funds as an Urban County. The Urban County includes the unincorporated areas of the County; the Towns of Calhan, Green Mountain Falls, Monument, Palmer Lake, and Ramah; as well as the City of Fountain and the City of Manitou Springs.
Eligibility Criteria
Public or private non-profit agencies and public agencies are eligible to apply for grant funds. For neighborhood revitalization, economic development or energy conservation projects, eligible applicants include qualified Community-Based Development Organizations.
