- Ongoing operating expenses
- National organizations
- Biomedical research
- Religious organizations for religious purposes
- Individual elementary and secondary schools
- Annual appeals or membership drives
- Conferences, films, books, and audio-visual productions, unless an integral part of a Foundation-supported program
