The Executive Office of Energy and Environmental Affairs (EEA) protects, conserves, and restores the natural resources of the Commonwealth. This program assists municipalities with a population of less than 7,000 residents in meeting the eligibility requirements for EEA grant programs that fund the protection of land for conservation and recreation. Funding will be provided to all eligible municipalities on a first-come, first-served basis.
This program is a component of the Baker Administration’s goal of enhancing outdoor recreation opportunities, conserving natural resources and open space, and addressing climate change. It is part of a longstanding tradition of protecting the Commonwealth’s rich natural heritage for the generations to come.
The Conservation Assistance for Small Communities Grant Program provides funding for towns with 7,000 people or less for:
- The preparation of real property appraisals
- Open Space & Recreation Plans (OSRPs)
- Other planning in support of land conservation and recreation
In order to remain eligible for funding, the applicant municipality must also apply to one of the Division of Conservation Services’ grant programs in FY 23. Grant funding is awarded to all eligible applications on a first come first served basis until all funds are allocated.
Funding Information
This grant reimburses 80% of approved project expenses up to the following amounts:
- Appraisal: up to $ 5,000 per appraisal
- OSRP: up to $ 15,000
- Other plans: up to $ 6,000 per plan

Eligible projects include:
- Appraisals
- Open Space and Recreation Plans
- Other planning documents
- Participants must have an executed state contract prior to incurring costs for work.

Conservation commissions of municipalities with a 2020 population of less than 7,000 people.
