The City of Sacramento is pleased to announce the North Sacramento Transformative Reinvestment Grant Program to help the North Sacramento community recover from the negative economic impacts caused by the COVID-19 pandemic.

The most competitive project proposals will be those that offer components that will promote economic or community development and improve the economic vibrancy of neighborhoods. Key goals of the NSTR grant program include:
- Creating new jobs
- Retaining existing jobs
- Expanding existing businesses
- Expanding existing programs and services
The NSTR grant program intent is to provide a broad framework by which District 2 businesses and organizations can define projects that they deem transformative. However, the City does not intend to make awards to applicants that are not ready to proceed, seek funding for operational costs, or have projects contingent upon other funding at the time of application. The City’s commitment is to provide investments to help implement those transformative District 2 projects that would not take place at this time without the NSTR grant program. While transformation means different things in different communities, for the purposes of this grant, the City is seeking applications that will increase opportunities for private investment to be injected into areas of disinvestment, increase commerce within the neighborhood, facilitate additional visitors/shoppers/activities within the district, and address workforce development needs that contribute to the overall revitalization of the community.

- There is approximately $2.795 million available; however, the City reserves the right to adjust the amount available based on the applications received.
- The minimum funding request per application is $25,000.
- The maximum funding request per application is $240,000.

Eligible Projects
Eligible projects include but are not limited to:
- Transformative Placemaking Projects
- Community-led projects that increase access, use and activity in a space that was once unused and neglected, or underutilized. Examples of placemaking projects include the following:
- Constructing green spaces, private parks, and other gathering areas
- Construction of an outdoor amphitheater
- Offering co-working spaces
- Providing free, publicly accessible Wi-Fi
- Community-led projects that increase access, use and activity in a space that was once unused and neglected, or underutilized. Examples of placemaking projects include the following:
- Programming
- Expansion of programs and/or services that lead to an economically healthier community and achieve one or more of the four key goals outlined above and can be scaled and replicated
- As stated by the California Institute for Local Government, health and prosperity go hand-in-hand. Research shows that neighborhoods that offer a range of jobs and attract and retain local businesses and industries have healthier residents.
Eligibility Criteria
- To be eligible, applicants must:
- Be a small business or a nonprofit whose primary operation address is located within City of Sacramento Council District 2 boundaries; and
- Have been in operation since at least January 1, 2022.
- Additional eligibility requirements are as follows:
- If a small business is the applicant:
- Must qualify as a small business as defined of the Code of Federal Regulations (CFR)
- Must meet either (1) or (2):
- Must represent a disproportionately impacted industry as defined as one of the following categories:
- Restaurants and food service
- Personal care and beauty salons
- Wellness and fitness
- Small-scale retail with an annual revenue of less than $250K
- Must be in active and good standing with the California Secretary of State’s business registry at the time of grant agreement execution, unless a sole proprietor
- If a sole proprietor, must have an active registration with the County of Sacramento for a fictitious business name at the time of grant agreement execution
- Must possess an active City of Sacramento Business Operations Tax Certificate or an approved exclusion at the time of grant agreement execution
- Must comply with the City of Sacramento’s Commercial General Liability, Automobile Liability; Workers’ Compensation, and Professional Liability insurance requirements at the time of grant agreement execution
- Must not have any pending code enforcement violations or must demonstrate a plan to address code violations at the time of grant agreement execution, unless a tenant who is leasing
- If a nonprofit is the applicant:
- Must qualify as a nonprofit as defined in Section 35.3 of Title 31 of the CFR
- Must meet either (1) or (2):
- The applicant must be located within a HUD 2023 or 2024 QCT or
- The applicant must attest to experiencing negative economic impacts due to the COVID-19 pandemic
- Must propose to serve populations disproportionately impacted by COVID-19 as defined by the 2022 final rule (U.S. Department of the Treasury 2022 final rule overview)
- Must submit evidence of tax-exempt status via an exemption determination letter issued by the Internal Revenue Service or the California Franchise Tax Board
- Must be in active and good standing with the California Department of Justice’s registry of charitable trusts at the time of grant agreement execution
- Must possess an active City of Sacramento Business Operations Tax Certificate exemption at the time of grant agreement execution
- Must comply with the City of Sacramento’s Commercial General Liability, Automobile Liability; Workers’ Compensation, and Professional Liability insurance requirements at the time of grant agreement execution
- Must not have any pending code enforcement violations or must demonstrate a plan to address code violations at the time of grant agreement execution, unless a tenant who is leasing
- If a collaborative is the applicant:
- Must designate one lead partner who will be responsible for submitting the grant application, assuming the legal responsibilities of entering into a grant agreement with the City, and overseeing all grant related work
- As practicable, partners should be individually eligible to be part of the collaborative; however, the City will permit certain exceptions as long as the program beneficiaries are City of Sacramento District 2 residents. For example, the City will permit a fiscal sponsor/agent to be located outside of City of Sacramento District 2 boundaries.
