The Illinois Department of Commerce and Economic Opportunity (the “Department” or “DCEO”) is issuing this Notice of Funding Opportunity (“NOFO”) to award a grant to a local workforce innovation area (LWIA)
in Kankakee County to provide a range of services to electric vehicle (EV) battery manufacturers currently located in or relocating to Kankakee County that are seeking to recruit, hire, train or upskill workers.

This NOFO sets forth the requirements for funding for the Fast Track Training Support Program funded by the Workforce, Technology and Economic Development Fund, for the following purposes:
- To assist individuals targeted for service through education, training and workforce development programs to obtain employment-related skills and obtain employment;
- To identify, develop, commercialize and promote technology within the State of Illinois (the “State”); and
- To promote economic development within the State.
The goal of this program is to support the clean energy industry and Iarge EV battery manufacturing employers in Kankakee County with customized workforce services including, but not limited to:
- Developing and implementing strategies to attract skilled individuals to the EV battery manufacturing sector;
- Developing and administering customized assessments and reviewing employer needs;
- Employee recruitment, screening, and placement;
- Direct outreach opportunities for employers to connect with potential applicants, including but not limited to job fairs and hiring events;
- Developing and implementing job training programs to establish and retain a skilled workforce that meet industry standards;
- Providing funding for training costs incurred prior to employment under a customized job training program for Illinois resident trainees; and
- Providing supportive services and financial assistance costs for workers and trainees to overcome barriers to engaging in and completing training and retaining employment with an EV battery manufacturer.
Funding Information
- Total amount of funding expected to be awarded through this NOFO is $5,200,00.
- The period of performance is expected to be April 1, 2024 through December 31, 2029.
Eligibility Criteria
An entity must be registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal at the time of grant application. The portal will verify that the entity:
- Has a valid FEIN number
- Has a current SAM.gov registration, SAM.gov registrations must be marked as “public” to allow the GATA Grantee Portal to expedite the review of the federal information;
- Has a valid UEI number
- Is not on the Federal Excluded Parties List
- Is in Good Standing with the Illinois Secretary of State
- Is not on the Illinois Stop Payment list
- Is not on the Department of Healthcare and Family Services Provider Sanctions
Eligible Applicants include
- Organizations that serve as the DCEO grantee for the administration of the Local Workforce Innovation Act Title IB programs in Kankakee County with the capability of providing workforce services to workers and employers in the electric vehicle battery manufacturing industry.
