Small businesses in the community are vital to the sustainability of the local economy and many have suffered significant and threatening economic loss due to the pandemic. As such, there is a continued need to provide ARPA funds to local businesses to reduce economic hardships caused by the pandemic. The City believes that addressing the negative impacts of the pandemic on local businesses and the local economy is a fundamental purpose of the government and will promote the public health and welfare.
The purpose of this grant program, called “The City of DuPont ARPA-LFRF Small Business Recovery Grant Program,” is to respond to the negative economic Impacts caused by the COVID-19 public health emergency. Helping small businesses survive government-mandated closure and other requirements, prevent permanent closure, comply fully with public health guidelines, and recover from the unprecedented impacts of the pandemic are all essential functions of government and will promote the public health and welfare.
- Business Licenses
- The City of DuPont requires all businesses physically located in the City limits to obtain a City business license. Businesses physically located outside of the City and plan to conduct business within the City and their gross annual income within the City limits is greater than $2,000.00 annually, are required to obtain a City business license, as well. The City has partnered with the State of Washington Department of Revenue for a one-stop shop for state and city business licenses.
- Business Taxes
- The City of DuPont collects business and occupation tax, admissions tax, gambling tax and utility taxes.
- The City does not bill or collect property tax, sales tax, hotel/motel tax, or real estate excise taxes. Property taxes are assessed and collected by the Pierce County Assessor-Treasurer Office. Sales tax and hotel/motel taxes are collected by local businesses and remitted to the state. Real estate excise taxes are collected during the sales transaction of real property and remitted to Pierce County.
Funding Information
Total grant funds awarded under this program includes up to $70,000 for assistance to DuPont businesses struggling to recover from the pandemic. Individual grant awards will vary in size but will not exceed $5,000 for any one entity. The City must receive an application on in the name of the organization for a business or nonprofit to be considered, but submission of an application is not a guarantee of an award. The City retains full discretion to determine eligibility, award amounts, timing of distributions, and number of awards granted based on the number and type of applications received. Awards granted under this program will not need to be repaid unless the applicant is found to be in violation of the terms of the award or provides false documentation. Please consult your advisor for legal or tax questions. An IRS Form W9 will be required from awardees prior to the distribution of funds, and a Form 1099 will be provided by the City to recipients after the end of the year in which the funds are distributed. Grant funds are not subject to state business and occupation (B&O) tax, public utility tax, or retail sales tax.
Eligible Uses
The City is prohibited from providing grant funding to small businesses or nonprofits that did not experience a negative economic impact related to the COVID-19 public health emergency. Proposed uses may be deemed eligible, or ineligible based on the context of the application.
Examples of ELIGIBLE Uses of Grant Funds:
- Supporting payroll and benefits costs for employees.
- Costs associated with retaining employees.
- Mortgage, rent, utility, or other operating costs.
- Technical assistance and other services to support business planning.
Eligibility Criteria
This program is open to small businesses that experienced direct negative economic impacts caused by the COVID-19 public health emergency and must meet the following Minimum eligibility requirements:
The business has a physical address within the City of DuPont operating in one of the following categories: in a commercial or retail space in DuPont; a home-based business registered in DuPont; nonprofit formed under the Washington nonprofit corporation act with a registered DuPont address.
- The business is owned and operated independently from all other businesses or registered nonprofits.
- The business must be currently permitted/licensed, in good standing, by both the City and the State of Washington.
- The business is not currently in violation of any City, County, State or Federal rules or laws.
- The business must have experienced a loss of income directly related to the effects of the COVID-19 pandemic emergency.
- The business must have been established and operating prior to March 3, 2021, and is currently operating and open for business in the City of DuPont.
- The business must employ 20 or fewer people including the owner, officers, part-time and full-time employees on the business payroll at the time of the application.
- The business cannot be owned, partially owned, controlled, or involve any type of financial or pecuniary interest or control by a City employee or public official or family member(s) of same.
