To address these gaps and support current and future research and programming to reduce maternal morbidity and mortality, the goal of this RFA is to initiate and support a rigorous research program that will identify and evaluate the implementation of evidence-based interventions to detect and address early warning signs of maternal morbidity and mortality in the WIC setting.
In addition to the activities specified below, FNS expects that applicants will propose innovative approaches to meet the overall Goal and Objectives of this cooperative agreement:
- Develop and share broadly a clear and concise analysis of evidence-based interventions, communications campaigns, and promising models for recognizing and addressing early warning signs of maternal morbidity and mortality that can be evaluated in diverse WIC settings and program delivery approaches
- Competitively select WIC State agencies (SAs) and/or Local agencies (LAs) to evaluate the implementation of evidence-based and promising well-designed interventions intended to identify and address early warning signs of maternal morbidity and mortality in a WIC setting.
- Provide technical assistance (TA) to subgrantee applicants (pre-application TA) and subgrantees (post-award TA) as they rigorously evaluate the interventions implemented by subgrantees, including a process evaluation and cost estimate. (“TA and Evaluation”)
- Develop and implement a framework to synthesize findings across subgrant studies and broadly disseminate findings

- Maximum award amount (award ceiling): $5,000,000.00
Period of performance
Start and end date of the award: March 2024, not to exceed 4 years and two quarters.
Eligible Applicants
- Eligible entities are accredited institutions of higher education (colleges/universities), nonprofit research entities, and other nonprofit organizations.
- Entities not meeting these definitions will be deemed ineligible and removed from competition without further consideration.
- All non-profit organizations must include their 501(c)(3) determination letter issued by the Internal Revenue Service (IRS).
