The American Rescue Plan (ARP) provides $5 billion to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability across the country. These grant funds will be administered through HUD’s HOME Investment Partnerships Program (HOME).
Grant Period
Funds can be expended within 24 months of the award.
HOME-ARP Eligible Activities
- Production or Preservation of Affordable Housing
- Tenant-Based Rental Assistance (TBRA)
- Supportive Services
- Purchase and Development of Non-Congregate Shelter
HOME-ARP Eligible Populations
- Homeless At-risk of homelessness
- Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking
- In other populations where providing supportive services or assistance would prevent the family’s homelessness or would serve those with the greatest risk of housing instability
- Veterans and families that include a veteran family member that meet one of the preceding criteria.
Eligibility Criteria
- HUD’s CPD Notice 21-10 Requirements for the Use of Funds in the HOME-American Rescue Plan Program establishes the requirements for funds appropriated under section 3205 of the American Rescue Plan Act of 2021 for the HOME Investment Partnerships Program (HOME) to provide homelessness assistance and supportive services.
- The American Rescue Plan Act (ARP) defines qualifying individuals or families, including Veterans, that are:
- Homeless, as defined in section 103(a) of the McKinney-Vento Homeless Assistance Act;
- At risk of homelessness, as defined in section 401 of the McKinney-Vento Homeless Assistance Act;
- Fleeing or attempting to flee domestic violence, dating violence, sexual assault, or stalking (as defined by HUD in 24 CFR 5.2003) or human trafficking (as outlined in the Trafficking Victims Protection Act of 2000 as amended [22 USC 7102]); and
- Part of other populations, where providing supportive services or assistance under section 212(a) of the National Affordable Housing Act 42 USC 12472(a) would:
- Prevent a family’s homelessness;
- Serve those with the greatest risk of housing instability.
- HOME-ARP funds may be used benefit qualifying populations through:
- Tenant-based Rental Assistance (TBRA);
- Development and support of affordable housing;
- Provision of supportive services;
- Acquisition and development of non-congregate shelter;
- Nonprofit capacity building and operating assistance; and
- Program planning and administration.
