The ESG Program provides funds for Street Outreach, Emergency Shelter, Homelessness Prevention, Rapid Re-housing, Data Collection, and Homeless Management Information System (HMIS) — immediate alternatives to the street — transitional housing that helps people reach the independent living and. Grantees can use ESG funds to rehabilitate and operate these facilities, provide essential social services, and prevent homelessness.
Timeframe
Funding agreements will have a completion date of 12 months from the date of the contract.

- The Service Delivery Area for HOPWA funds includes the City of Wilmington, New Castle County, and Cecil County, MD. ESG and CDBG are limited to the City of Wilmington.
