The U.S. Department of Housing and Urban Development (HUD) administers the Community Development Block Grant (CDBG) Program. The primary objective of the CDBG Program is the development of viable urban communities by providing decent housing, creating a suitable living environment, and expanding economic opportunities, principally for persons of low- to moderate income. These funds must be used to carry out CDBG eligible activities that meet one of the three broad National Objectives: benefit low- to moderate-income persons, aid in the prevention or elimination of slums or blight, or meet community development needs having a particular urgency.
At the time of this application the City’s current Con Plan goals and objectives are as follows:
- Goal 1: Improve public infrastructure
- Continue repayment of Section 108 Loan used to complete infrastructure improvements on the Saluda Street Corridor.
- Continue infrastructure improvements in REDI Neighborhoods.
- Develop infrastructure for the Osceola Neighborhood Expansion Project.
- Goal 2: Increase affordable housing opportunities
- Acquire and rehabilitate homes for affordable housing.
- Provide down payment/ closing cost assistance to first time homebuyers.
- Complete Phase I and Phase II environmental assessments on properties targeted for future housing development.
- Goal 3: Maintain existing affordable housing
- Provide rehabilitation assistance for owner-occupied homes.
- Provide rehabilitation assistance to historic owner-occupied homes.
- Goal 4: Alleviate homelessness
- Continue support for the Catawba Area Coalition for the Homeless’ response to homelessness.
- Goal 5: Support public service programs
- Provide recreational and educational programs for low-income households and those with special needs.
- Provide job skill training and internship opportunities for students from low-income households.
Eligible Activity Categories
- Acquisition: Acquisition of real property in whole or in part by purchase, long-term lease, donation, or otherwise for any public purpose except the general conduct of government orm political activities.
- Disposition: Disposition of real property acquired with CDBG funds through sale, lease, donation, or otherwise; or its retention for public purposes.
- Public facilities and improvements: Acquisition, construction, reconstruction, rehabilitation or installation of public facilities and improvements, except buildings for the general conduct of government. Eligible facilities include neighborhood facilities, firehouses, public schools, and libraries. Public improvements include streets, sidewalks, curbs and gutters, parks, playgrounds, water and sewer lines, flood and drainage improvements, parking lots, utility lines, and aesthetic amenities on public property such as trees, sculptures, pools of water and fountains, and other works of art. The regulations specify that facilities that are designed for use in providing shelter for persons having special needs are considered to be public facilities as well. Such shelters would include nursing homes, hospitals, shelters for victims of domestic violence, shelters and transitional facilities/housing for the homeless, group homes for the developmentally disabled, and shelters for disaster victims.
- Public services: Provision of either a new public service or a quantifiable increase in the level of a service that has been provided using state or local funds in the previous year. Public services include but are not limited to recreation programs, education programs, public safety services, fair housing activities, and services for the elderly and homeless. The maximum amount that may be obligated for public services under this category is 15% of the total grant award for that year plus program income received during the prior program year.
- Direct homeownership assistance: Provision of financial assistance to LMI households to assist them in the purchase of a home. Financial assistance may be provided in the form of subsidizing interest rates and mortgage principal amounts; financing the cost of acquiring property already occupied by the household at terms needed to make the purchase affordable; payment of all or part of the premium for mortgage insurance; payment of any or all of the reasonable closing costs associated with the home purchase; and payment of up to 50% of the down payment required by the mortgagee.
- Microenterprise assistance: Provision of assistance to facilitate economic development through the establishment, stabilization and expansion of Microenterprises, which are businesses having five or fewer employees, one or more of whom owns the business. Assistance includes provision of technical assistance, advice, business support services, and general support (i.e. childcare, transportation, and counseling) to owners of microenterprises and persons developing microenterprises.
