Through the Accommodations Tax (ATAX) Grant Program, the City of Rock Hill makes grant funds available to non-profit organizations and government agencies to enhance the tourism industry with an emphasis on overnight accommodations in the City of Rock Hill. The funds come from the state accommodations tax (ATAX), the mandatory 2% charge applied to accommodations.
Projects and activities such as sporting events, festivals, arts and cultural tourism, historical attractions/events and others may receive funding through the program. An application process is coordinated annually by the Parks, Recreation and Tourism Department following state law and guidelines established by City Council.
Tourism-Related Expenditures
State law requires that expenditures from projects/events must fall in one of these eight categories:
- Advertising and promotion of tourism
- Promotion of the arts and cultural events
- Construction, maintenance, and operation of facilities for civic and cultural activities
- Criminal justice system, law enforcement, fire protection, solid waste collection and health facilities when required to serve tourists and tourism facilities. This is based on the percentage of costs directly attributed to tourists.
- Public facilities such as restrooms, dressing rooms, parks, and parking lots
- Tourist shuttle transportation
- Control and repair of waterfront erosion
- Operating visitor information centers
Project Period
Funds are awarded for use during the fiscal year beginning July 1 and ending June 30.

The Tourism Commission scores projects based on:
- Tourism Promotion,
- Benefit to the City,
- Economic Impact,
- Overnight Impact,
- Growth Potential,
- Overall Application Quality
