This program focuses on ensuring quality representation and fair and impartial proceedings in capital cases. With this particular solicitation, BJA seeks to ensure judges have the most up-todate and comprehensive information available to them on death penalty law by providing high quality training and technical assistance on legal issues faced by judges who preside over capital cases.
Goals
The goals of the FY 2023 CCLI solicitation are to:
- Establish or enhance relationships with chief judges and the bench in states where capital punishment is currently authorized to determine the needs of judges and provide resources that help meet the unique needs in capital cases.
- Create training programs and/or provide resources and tools to judges who preside over state capital cases to minimize the potential for error in these trials.
Objectives
- Develop an understanding of resources available to judges that are specific to capital cases.
- Strengthen relationships with state judicial leaders to make training and resources that have already been developed readily available to the bench.
- Enhance the expertise of state judges who preside over capital cases.
- Enhance opportunities for peer-to-peer learning by providing information sharing and training on best practices in capital cases.
- Establish and broadly disseminate standards of practice for judges in state capital cases.

- For profit organizations other than small businesses
- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education

- Public and State controlled institutions of higher education
Additional Information on Eligibility:
Other public or nonprofit organizations, for-profit entities that agree to forego any profit or management fees, and institutions of higher education that have experience and expertise in overseeing capital cases and providing training on death penalty cases. Applicants should also have experience in delivering training and technical assistance nationwide.
For the purposes of this solicitation, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
