The purpose of the Workforce Support program is to support individuals, in substance use disorder (SUD) or co-occurring disorder (COD) treatment and recovery, to live independently and participate in the workforce. This program requires recipients to coordinate among state workforce development boards, local workforce development boards, state agencies responsible for a workforce investment activity, Indian Tribes, Tribal organizations, and state agencies responsible for carrying out SUD or COD prevention and treatment programs.
For the WS program, individuals in SUD or COD treatment and recovery will receive assessment, evidence-based treatment, including but not limited to medications in an inpatient or outpatient setting. Individuals in recovery may receive clinical treatment, medications, faith-based approaches, peer support, family support, self-care, and other approaches. Recovery is characterized by continual growth and improvement in one’s health and wellness and managing setbacks.
Allowable Activities
Allowable activities are an allowable use of funds but are not required. Allowable activities may include:
- Developing and implementing tobacco cessation programs, activities, and/or strategies.
- Providing activities that address behavioral health disparities and the social determinants of health.
- Training of peer recovery coaches.
- Implementing efforts that may expand diversity equity, inclusion, and accessibility.
- Using data to understand who is served and disproportionately served (e.g., overserved or underserved).
- Developing partnerships with other providers for service delivery and stakeholders serving the population of focus, including those working with underserved and diverse populations.
- Training/workforce development to help project staff gain skills necessary to utilize new computer system/management information system/ EHRs, etc. funded through this service award.
- Provide evidence-based harm reduction practices such as rapid fentanyl test strip distribution, overdose education, naloxone, and other FDA approved overdose reversal medications as long as such purchases are consistent with the purposes of the program and consistent with other local, state, and federal laws.
- Implement innovative technologies which may include the use of telehealth and Digital Therapeutics.

Eligible Applicants
Eligible applicants are domestic or private non-profit entities that provide treatment and recovery services for individuals with substance use disorders and partners with one or more local or state stakeholders, which may include local employers, community organizations, the local workforce development board, local and state governments, and Indian tribes or tribal organizations to support recovery, independent living, and participation in the workforce.
