The purpose of this RFP is to develop and expand the Public Road Retrofit Planning priority within the Strategic Initiative’s Investment Plan. This RFP asks applicants to conduct jurisdiction level planning studies and research to identify, describe, propose, and justify ready project areas for potential follow-on RFPs to compete for pilot projects that reduce or eliminate significant discharges of deadly polluted stormwater from transportation facilities into Puget Sound.
Objectives
This RFP will fund transportation retrofit prioritization projects with the intention of informing future planning efforts and contributing to city or county Comprehensive Plans, Capital Improvement Plans, Stormwater retrofit plans, or other local infrastructure planning processes. Activities proposed in response to this RFP should not simply fulfill a permit or mitigation requirement, but may contribute to going ‘above-and-beyond’ a permit or mitigation requirement.
Prioritization and planning efforts do not change conditions on the ground or restore resources, and as such they intend for this work to help jurisdictions better align with additional funding opportunities such as state and federal grants. The objective is to help jurisdictions identify high-p riority environmental retrofits needs or projects, and then that prioritization will help local governments justify spending, or better compete for grant funding so that these projects work their way into local construction and infrastructure plans.

Eligibility Criteria
Eligible applications must include information on the proposed activities within the period of performance. All activities must be completed within the period of performance. Eligible applicants for this competitive grant solicitation include but are not necessarily limited to local governments, non-profit organizations, state agencies, tribes, institutions of higher learning and others are eligible to apply.
