The purpose of the Lead-Based Paint Risk Assessment Demonstration Program (LRAD) is to demonstrate the feasibility of conducting Lead-Based Paint Risk Assessments or Lead Hazard Screens in pre-1978 Housing Choice Voucher assistance (HCV) units occupied or to be occupied by children under the age of 6. Exposure to lead-based paint hazards can lead to a variety of health problems in young children, including reduced IQ, learning disabilities, developmental delays, reduced height, and impaired hearing. At higher levels, lead can damage a child’s kidneys and central nervous system and can be deadly. The program under this NOFO provides competitive grants to Public Housing Authorities to evaluate for lead-based paint hazards in HCV units constructed before 1978 and occupied or to be occupied by a child under 6 through risk assessments and lead hazard screens in target housing.
