The Department of Budget and Fiscal Services (“BFS”) Purchasing Division, on behalf of the City and County of Honolulu’s (“City”) Office of Economic Revitalization (“OER”), is soliciting applications from eligible Oahu-based agriculture producers that experienced negative economic impacts from the COVID-19 public health emergency.

The Program will assist agricultural producers and commercial farmers on Oahu that experienced negative economic impacts from the pandemic. To mitigate their financial hardship, the Program will provide financial assistance to support payroll costs, operations, and maintenance of existing equipment and facilities, provide technical assistance, counseling, and other services to support business planning, and aid to implement COVID-19 mitigation and infection prevention measures.
Program Goals
- Promote the achievement of future food sustainability goals by restoring the local agriculture industry to pre-pandemic levels.
- Restore agriculture jobs.
Funding Information
- Approximately $3,050,000.00 is expected to be made available for the following businesses: Agricultural producers who are:
- Individuals
- For Profit organizations
- Not for Profit Organizations
- Awards will be up to $50,000 per applicant and will be awarded based on the applications with the most points awarded by an evaluation committee.
Eligibility Criteria
- At a minimum, the applicant must meet the following criteria to be eligible to apply for an award under this solicitation:
- Applicants must provide evidence that they were organized as a registered business within the City and County of Honolulu prior to March 13, 2020.
- Applicants must be able to demonstrate a negative economic impact to their business due to the COVID-19 pandemic.
- Applicants may not be in arrears on the payment of taxes, rents, or other obligations to the City, nor may applicants be a party to any pending litigation against the City.
- Applicants shall: Have at minimum two (2) years of experience as an agricultural producer. A non-exhaustive list of eligible agricultural businesses include:
- Kalo production
- Fruit, Vegetable production
- Livestock o Egg production
- Dairy production
- Aquaponics and Aquaculture
- Ornamental and Floriculture
- Sod Production
- Hydroponics
- Beauty and Healthcare crops
- Fuel crops
- Feed crops
- Fiber crops
