Direct Service Grants are unrestricted funds available on a competitive basis for high performing nonprofits serving high-poverty populations in Greater Philadelphia.
General operating grants are unrestricted and may be used for all mission-related activities, including administrative expenses and contributions to capital campaigns.
Successful applicants demonstrate non-profit best practices and are working to operationalize equity at all levels (Board, Operations, and Service Delivery). Applicant uses trauma informed, strength and racial equity-based policies and practices in program development and delivery. Applicant demonstrates results-oriented programming including a track record of successes and proven outcomes for low-income communities. Board and leadership demographics should reflect the communities being served.

Grant amounts range between $15,000 and $30,000.
Eligibility Criteria
- Must be a 501(c)3 nonprofit organization in Greater Philadelphia (Bucks, Chester, Delaware, Montgomery, and Philadelphia counties in PA).
- If fiscally sponsored by a 501(c)3 nonprofit, applicant must have an advisory Board separate from its fiscal sponsors Board.
- At least 70% of those served by the organization reside in Greater Philadelphia (Bucks, Chester, Delaware, Montgomery, and Philadelphia counties in PA) AND can be categorized as low-income.
- Must employ at least one full time equivalent staff person.
- The Philadelphia Foundation does not use discretionary dollars to support organizations where there are familial relationships across the board and staff.
- Organizations cannot have a deficit greater than 10% of its operating budget in the past year. (PF screens for deficits using the change in unrestricted income and expense on an organization’s statement of activities or income statement.)
