The Rockland Small Businesses Rescue Grant Program aims to provide funding for Rockland County small businesses and micro-enterprises, who can demonstrate revenue declines or unexpected operating cost deficits from March 3, 2021, up to the contracted date, to offset increased expenses or revenue loss caused by the COVID-19 pandemic.
Eligible Businesses include but are not limited to:
- Indoor Arts, Entertainment, and Recreation
- Pet Grooming, Boarding, and Walking
- Restaurants, Eateries, Food Stands and Food Trucks, Bars, Bakeries, Cafes, Breweries/Wineries Catering, Delis, etc.
- Bookstore/Stationary
- Housekeeping
- Fitness Centers
- Florists
- General Retail
- Salons/Spas
- Bicycle shops
- Other Consumer Service Firms (i.e., Architectural, Design, Marketing)
Eligible business expenses include, but are not limited to:
- Reimbursement for Commercial or Retail Rent (Up to 3 months – no arrears)
- Safety Investments (i.e., PPE, Cleaning Supplies, and UV Disinfection Equipment or Services)
- Hardware Fees
- Software Fees
- Credit Card Processing Fees (Difference of % of increase in fees)
- Carriage Fees
- Marketing Fees (Advertising and Promotion)
- Business Enterprise Certification Fees
- Supplies (Operational Items)

Eligibility Criteria
- Applicants must have the ability to receive federal awards
- Must be a small business currently operating in the County of Rockland that has been negatively impacted by the COVID-19 pandemic
- Must be an operating business in the County of Rockland since January 1, 2020
- Must have 500 or fewer employees (contractors do not count)
- Must have reduced operating hours or capacity due to the pandemic
- Must be in good standing with Local, State, and Federal, taxation and license requirements
- Must not have generated more than $5 million in revenue between January 1, 2021 and December 31, 2021
- Must disclose any other COVID-19 related funding grants

- Churches, and other religious institutions
- Home-Based Businesses
- Franchises
- Government Contracted Agencies
- Businesses engaged in political or lobbying activities
- Businesses that received more than $300,000 in PPP funds
- Businesses that received SBA Restaurant Revitalization Funds
- Business that received NYS Pandemic Small Business Recovery Grant Funds
- Businesses that have received NYS Bar Restaurant Recovery Grant Funds
- Bandlords and property management businesses
- Unlicensed or illegal businesses or enterprises
