Victory Noll Sisters are committed to a corporate public way to promote and sustain the mission of God according to the charism of Our Lady of Victory Missionary Sisters in solidarity with all persons, especially those living in poverty and/or oppression.

Eligibility Criteria
- The organization applying for a grant must have 501(c)(3) status and be geared toward effecting systemic change.
- Characteristics on which to judge programs eligibility for funding:
- involved in alleviating the cause of inequality rather than the symptoms
- Work to empower and educate persons to a more just at peaceful society
- Must reflect a concerted effort to benefit the poor and oppressed, to overcome poverty, to provide for educational and leadership development, to assist in other self-help or enrichment programs for personal advancement to improve the quality of life of those served by the program or project.
- Victory Noll Empowerment Grants are not intended to fund such things as:
- scholarships-building projects
- medical programs
- existing well-funded organizations
- foreign organizations
