The purpose of the 2023 Small Arts and Culture Grant cycle is to make funds available to small organizations for operating expenses.
Oregon Department of Justice charity data shows that the majority of registered arts and culture nonprofit organizations in Oregon have annual budgets under $100,000. Although these organizations are central to the vitality of Oregon’s communities, they are often not eligible or competitive for traditional grant programs.
Preference will be given to applications that:
- Center artists and culture bearers and involve them in decision-making
- Clearly address community-identified needs in support of the following populations in Oregon who have historically experienced significant bias, discrimination, or underinvestment (listed alphabetically).
- Black, Indigenous, Latinx and people of color
- Immigrants and/or refugees
- People experiencing disabilities
- People living in under-resourced communities and/or communities lacking critical infrastructure
- People living on low incomes
- People who are homeless/unsheltered
- People who identify as LGBTQIA+
- Survivors of domestic violence and/or child abuse
Funding Information
- OCF invests $350,000 annually.
- One-year grants of $1,000 to $5,000 for general operating support will be available to selected arts and culture applicants.
Eligibility Criteria
To be eligible organizations must:
- Be incorporated with a mission identifying arts and/or culture as a priority reason for the organization’s existence
- Document that the cash expenses of the organization during the most recently completed fiscal year were less than $100,000
- Demonstrate significant, ongoing public arts and culture programming
- Be a certified 501(c)3 tax exempt organization in good standing with the IRS registered with the Oregon Secretary of State and the Oregon Department of Justice
- Have been in existence as an organization for a minimum of one year as evidenced by registration with the Oregon Secretary of State and the Oregon Department of Justice
- Be headquartered in Oregon with a board/staff/leadership team based in Oregon
- Submit a complete grant application online through OCF’s website
- Be prepared to use the awarded funds completely within one year of receipt
- Cultural Coalitions that meet the eligibility criteria and have a track record of successfully awarding small grants may apply for funding to support small arts organizations in their counties. Coalitions must show they have an accessible application process and a systematic, fair review process for awarding grants.
