The Outside Agency Grant Program provides financial support to charitable non-profit agencies that align with the City Council’s 2030 Vision to be:
- An inclusive community that promotes equity, diversity, and access in creating a meaningful quality of life for everyone.
- A connected, informed, and civically engaged community that embraces the City’s diversity.
- A thriving and diversified economy that includes living wage jobs, increased tourism, and sustained financial stability for the whole city.
- Safe, vibrant, and accessible gathering places throughout the city that build and celebrate the whole community.
- An efficient, accessible, innovative, sustainable, and connected transportation system that effectively and safely meets the needs of the entire community.
- Safe, desirable, welcoming, and sustainable neighborhood with housing that is available for all.
- An environmentally active, sustainable, responsible, and forward-thinking community that values and protects the natural resources, inhabitants, and habitat.
Funding Information
The funding for the entire program for 2023-24 is $40,000, which will be disbursed to multiple agencies. Funding has typically not exceeded more than $5,000 to one agency.

- The program is open to:
- Charitable 501(c)(3) agencies.
- Must serve members of the Tualatin community, including people who live, work, play, or learn in Tualatin.
- An agency will only be eligible for a grant if any previously awarded grant projects complied with grant procedures.

- Review Process
- All funding requests are reviewed by the City Council to determine funding.
- Applicants may receive full funding, partial funding, or no funding, based on their alignment with the City Council’s priorities.
- Required Documents
- A valid 501(c)(3) letter of approval indicating your organization’s non-profit status.
- Your organization’s current year budget.
- Information about all board members involved in the agency.
- If applicant was awarded funding in the year prior, a final spending questionnaire must be completed with the new application.
- Attendance at City Council Meetings
- You are not required to attend a City Council meeting or make a presentation to receive an award. The decision will be based solely on the application.
- If funds are awarded to your agency, you will be given the opportunity to make a 10 minute presentation to the City Council to promote your program in the community.
- Notification and Payment
- All applicants will be informed of the City Council’s decision by October.
- Successful applicants will be required to sign a grant agreement for social services, which commits them to adhere to the spending of funds as outlined in their grant application.
- If approved, funding will be provided in a lump sum payment.
