The City of St. Helena is currently reviewing fiscal year 2023/24 funding applications from local serving non-profits directly serving the community and/or benefiting the City in accordance with the City’s Mission Statement.
The annual “Non‐Profit Community Enrichment Program” is designed to support local non‐profit organizations directly impacting the community and/or benefiting the City of St. Helena.
Funding Philosophy
The City encourages innovation and a goal of self‐sufficiency for all initiatives funded by this program within 24 months. Accordingly, all organizations requesting funds from the City should continue efforts to develop stable private funding sources. Submission of a complete application does not guarantee funding nor does receiving an award in the prior funding year.
Consistent with the City’s Diversity, Equity and Inclusion (DEI) Strategy, submissions that identify and foster inclusion, belonging and social justice are encouraged. The City Council adopted Resolution 2020‐105: Affirming that Discrimination and Systemic Racism Constitute A Public Health Crisis Causing Disparities in Mental Wellbeing, Language Access, Housing, Economic Development, Health, and Criminal Justice Experience, and Reaffirming Its Commitment to Advancing Justice, Equity, Diversity, and Inclusion in the City.
Funding Information
Applicants may apply for project or program funding that support the funding philosophy criteria below:
- Projects or programs which promote or benefit the St. Helena community with arts, culture, education, or support youth/family health and well-being initiatives and services.
- The minimum grant request is $1,000 and the maximum grant request is $20,000. The overall funding available is expected to be $120,000 per fiscal year.
- Actual grant funding is based upon funds appropriated by the City Council in the annual budget and are dependent on the City’s annual budget prioritization process.
Grant Period
The grant period for non‐profits approved for funding for Fiscal Year 2023/24 will be from July 1, 2023 to June 30, 2024.
Eligibility Criteria
Eligibility has been established by the City of St. Helena Non‐Profit Funding Policy (Resolution 2018‐150). All applicants must possess a current IRS Not‐for‐Profit determination letter (IRS Form 501(c) (3)) and provide as proof that they are a non‐profit organization:
- Only one application per agency per category will be considered each year.
- Grants are for programmatic expenses only (items recognized under Generally Accepted
- Accounting Principles (GAAP) as operating costs).
- The City will not fund the purchase, maintenance, or repair of capital assets.
- All applications must be submitted by the published deadline, be complete and contain all requested information and documents in order to be considered for funding.
- Non‐profit organizations must be in existence for at least one year by December 31st of the year preceding the application deadline (or December 31, 2021 for this cycle).
Previous years’ allocations are not a consideration for funding.
