City of Columbia Office of Cultural Affairs (OCA) serves as a passthrough agency for funds to be distributed to Columbia’s local nonprofit arts agencies. The overall goal of this program is to assist Columbia’s arts community respond to the economic and health effects of the COVID-19 pandemic.
The ARP Subgranting Program will complement OCA’s Annual Arts Funding program, which is focused on project support rather than operations. The ARP funds can go towards arts organizations’ personnel, stipends for artists, facilities, health and safety supplies, and marketing and promotional costs. No cost share or match is required to apply for funding.

Applicants may request up to $15,000. No cost share or match is required.
Project Period
The performance period for funding is August 2022 through May 2023.
Eligibility Criteria
- Applicants must be a single, 501(c)(3) nonprofit arts and culture agency or an arts and culture department of an institution of higher education based in Columbia, MO. An arts and culture agency is defined as an organization whose primary mission and/or more than 75% of its annual operating expenses are dedicated to cultural activities: the performing arts (music, dance, theatre), visual arts, literature, film, or whose primary mission is the promotion of their culture through educational and/or artistic activities.
- All applicants must be registered with the System for Award Management at the time of application (which provides a Unique Entity Identifier). The SAM registration must be current at the time a grant is made and throughout the life of the award.
- Applicants may submit one ARP Subgranting program application to OCA.
- Applicants must have a history of providing arts programming and provide three examples from recent years of arts programming in the community.
- You may apply to OCA’s ARP Subgranting program even if your organization is receiving other ARP or CARES Act funds from the state or federal level. However, please note that there should be no overlapping costs or activities.
