The purpose of this grant is to fund an entity to reduce the amount of impermeable surfaces in the District through the Permeable Surface Rebate Program by educating property owners about the benefits of replacing impermeable surfaces with permeable pavers and vegetation, and providing rebates to those property owners who replace impermeable surfaces.
