The program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate-income persons (generally defined as members of a family earning no more than 80% of the area median income).
Entitlement Community
The City of Tustin became an entitlement community (a community with a population of 50,000 or more persons) in 1994. As an entitlement community, the City receives approximately $820,000 annually to allocate to activities such as:
- Acquisition
- Assistance to businesses to carry out economic development and job creation/retention activities
- Construction
- Improvements to public facilities, public services activities, and fair housing services
- Rehabilitation
Categories
This Notice of Funding Availability is applicable to programs or projects in the following categories:
- Public Service Activities for program years 2023-24, 2024-25, and 2025-26
- Examples of eligible Public Service Activities include, but are not limited to: youth services, senior services, homeless services, health care services, services for abused persons, emergency and transitional housing services.
- Non-Public Service Activities for program year 2023-24
- Examples of eligible Non-Public Service activities include, but are not limited to: fair housing services, removal of architectural barriers, housing rehabilitation, commercial or industrial rehabilitation, acquisition, construction or rehabilitation of shelters, senior centers or health centers.
