The Behavioral Health Facilities (BHF) program aims to support community providers in expanding and establishing new capacity for behavioral health services in local communities.
Commerce’s BHF program funding opportunities include:
- Competitive grants to eligible organizations
- Direct appropriations from the Legislature
Grants made by the BHF program are for reimbursement of capital projects only. Capital costs include acquisition, design, engineering, construction and capitalized equipment associated with establishing behavioral health facilities. All funded projects must result in an increase in capacity for community-based behavioral health care.

The 2021-2023 legislature’scapital budget appropriated $71,400,000 and the 2022 legislature’s supplemental capital budgetappropriated an addition $72,000,000 for the Behavioral Health Facilities (BHF) Program competitive process.For this specific funding category, there is $7,000,000 available in grant funding.
Who May Apply
The BHF Program supports Washington’s commitment to expand and establish new capacity for behavioral health services in communities. The program furthers the development of high quality behavioral health facilities. Behavioral health services are defined in 71.24 RCW and 71.36 RCW. The competitive funding round is open to nonprofits, for-profit businesses, public entities and tribes. Per SHB 1080, Section 1069, the BHF Program may fund nonprofits, for-profit businesses, public entities or Tribes that are any of the following types of eligible organizations:
- Community hospital
- Community based behavioral health provider
Only applications for projects sited in King County are eligible in this funding category. Applicants should be aware there are court ordered timelines for bringing these facilities online. Site control, project readiness and operations experience are vitally important to the success of these projects and will be a significant factor in our determining the successful applicant for these funds. Successful applicants must be able to move forward in executing a contract with Commerce by December 31, 2022 for these capital funds and start construction no later than June 30, 2023.
