The Revolving Fund Program (RFP) is designed to help communities expand and improve water or wastewater systems using short-term loans provided to subgrant recipients. These organizations then provide loans to eligible entities for predevelopment costs or short-term, small capital projects not part of the regular operation and maintenance of existing water and wastewater systems.
This program helps qualified nonprofits create revolving loan funds that can provide financing to extend and improve water and waste disposal systems in rural areas.
