The City’s allocation of ARPA funding is $12,675,830, and has been sub-allocated among ARPA funding priorities identified by the Vacaville City Council via various public participatory surveying processes.
The Vacaville City Council discussed and identified American Rescue Plan Act (ARPA) funding priorities in the following areas:
- Infrastructure,
- Housing/Homelessness,
- Economic Recovery, and
- City Revenue Loss & COVID Expenses

Grant Period
This project shall run from December 1, 2022 through December 31, 2024.
Eligible Projects
- Be a non-profit organization (501(c)(3) or 501(c)(19))
- Serve Vacaville residents
- Serve low-income persons with disabilities, seniors, youth, homeless, or veterans
- Possess a valid City of Vacaville business license as of date of application
- Able to demonstrate a direct or indirect financial impact from COVID-19
- Have not been suspended or debarred from receiving federal funds
Eligibility Criteria
All non-profit organizations are eligible to apply if their program has been negatively and economically impacted as a result of the COVID-19 pandemic and provided services to disproportionately impacted communities. Churches and other faith-based organizations are eligible to apply, but must be formally chartered or incorporated under the laws of California. Nonprofit child care providers must possess any required state licensing. Unincorporated associations and individual people cannot apply for the funding.
