The American Rescue Plan Act (ARPA) of 2021, a $1.9 trillion economic stimulus bill, was signed into law in March 2021. This funding package builds upon the CARES Act from March 2020 and its extension in December 2020. ARPA provides a total of $350 billion in assistance for eligible state and local governments through the Fiscal Recovery Fund (FRF) and is intended to support the continued recovery efforts in response to the impacts of COVID-19. The Town of Webster is expected to receive a total of approximately $4 million under ARPA.
The State and Local Fiscal Recovery Fund was established to help turn the tide on the pandemic, address its economic fallout and lay the foundation for a strong and equitable recovery. There are three primary ways – outside of the lost revenue allowance – that the Town may invest funds:
- Support public health expenditures, by, for example, funding COVID-19 mitigation efforts, medical expenses, behavioral healthcare, and certain public health and safety staff.
- Address negative economic impacts caused by the public health emergency, including economic harms to workers, households, small businesses, impacted industries, and the public sector.
- Provide premium pay for essential workers, offering additional support to those who have and will bear the greatest health risks because of their service in critical infrastructure sectors.
Funding Information
Up to $350,000 in grants will be distributed to eligible companies and non-profit organizations.
Eligibility Criteria
- To apply, organizations in the Town of Webster must meet these requirements:
- Complete the Town of Webster’s ARPA Funding Request Application (and submit any necessary supplemental documentation).
- Must have endured negative economic impact due to the COVID-19 public health emergency.
- Must be in good standing concerning state and local taxes, any appropriate professional licensing and/or program (state and federal) and must be in compliance with any appropriate and applicable local codes and ordinances.
- Must be in good standing with the New York Secretary of State.
- Funding priority will be given to locally-owned non-profit organizations in the Town.
- Must report any other governmental, private or charitable assistance received that supplanted any losses or offset revenues.
- Must comply with Title VI of the Civil Rights Act of 1964
- Must submit a completed Town of Webster ARPA Funding Request Form.
