YOR California works in partnership with stakeholders throughout California to reduce the impact of the opioid and stimulant crisis on youth and families. YOR California is committed to enhancing and expanding access to youth-relevant outreach, MAT, and other prevention, intervention, treatment, and recovery services, and its framework is based on Key Principles for successful outcomes.
The aim of YOR California is to strengthen capacity and increase access to MAT using the three U.S. Food and Drug Administration (FDA)–approved medications for the treatment of OUDs, and reduce opioid overdose–related deaths among youth through evidence-based prevention, treatment, and recovery services. Funding also supports prevention, treatment, and services to address stimulant misuse and StUDs (including misuse of and substance use disorders involving cocaine and methamphetamine) among youth.
Applicants are encouraged to consider change management and sustainability strategies in the design and operation of their proposed programs. YOR California provides funding for expanding outreach, improving access to and expanding youth services and collaborations, providing direct services when other funds are not available, and engaging in overdose prevention efforts among youth/young adults. Programs must include (in addition to direct services) culturally responsive outreach strategies specific to youth/young adults in their communities, strategies to create youth-friendly environments, and pathways toward sustainable programs, from outreach to recovery support.
Funding Information
YOR California will fund up to $12 million in grants. These grants will fall into two categories:
- Implementation Grants
- Implementation grants will be awarded to execute strategies that increase capacity and access to quality, youth-specific services for youth/young adults ages 12–24 misusing opioids and/or stimulants, especially those with OUD/StUDs. There is no minimum award, and the maximum allowable funding is $750,000. Most awards will be approximately $500,000.
- Capacity-Building Only Grants
- Capacity-building only grant funding is intended to help a lead agency and its partners plan and develop procedures, policies, and activities that improve access to services but do not provide direct services for youth/young adults. While there is not a minimum or maximum for capacity-building only grants, most awards will be in the amount of $50,000.
Funding Period: April 1, 2023 through May 31, 2024 (14 months)
Eligibility Criteria
- Any nonprofit or for-profit business entity in good standing and authorized to do business in California, as well as any Tribal Authority, state or local government entity, school, or school district is eligible to apply. Organizations that have previously received YOR California funding must respond to additional questions as to how these funds will build upon previous work and lessons learned.
- Any entity listed with the General Services Administration as debarred or suspended is ineligible to receive YOR California funds.
- All awardees will be required to meet the terms and conditions for State Opioid Response Funding.
