The Community Development Block Grant (CDBG) Entitlement Program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.
Funding Categories
The federal CDBG Program has as its primary objectives the development of viable communities through the provision of decent housing, a suitable living environment and expansion of economic Instructions opportunities primarily for persons of low- and moderate-income. The federal government defines moderate income as households earning no more than 80% of the median income for the area, adjusted for family size. CDBG has three major types of funding categories: Public Service, Community Development and Planning and Administration.
- Public Service:
- While normally Public Service activities are capped at 15% of the annual CDBG allocation plus prior year program income, HUD is waiving this cap for CDBG-CV funding. Examples of public services include, but are not limited to, services such as counseling, homeless services, services for battered spouses, literacy programs, childcare, medical/dental services and fair housing.
- Community Development:
- Examples of eligible community development projects include residential rehabilitation programs, lead remediation, acquisition, infrastructure improvements, and community facility improvements that will further the City’s effort to create viable communities. Community Development projects must take place within the City limits and serve a targeted group of persons, of which at least 51 percent must be lowand moderate-income or serve the geographic area where low- and moderate-income persons live.
- Planning and Administration
- This category is allocated a maximum of 20% of the annual allocation, plus 20% of the estimated program income for the fiscal year. These funds are utilized for City of Napa CDBG Program administration.
Funding Information
The City is estimating approximately $200,000 in reallocated unspent funds will be available for programs or projects that address the prevention of, preparation for, and response to COVID-19 per the CARES Act.
Project Eligibility
For a project to be considered eligible for CDBG funds in any of the funding categories, it must meet the following criteria:
- Meet one or more National Community Development Objectives
- Meet one or more Local Community Objectives
- Be physically located within Napa City limits or serve City of Napa residents
All funds will be allocated in accordance with federal guidelines to principally benefit low and moderate income persons residing in the City of Napa in accordance with priorities identified in the City’s Consolidated Plan. The City’s Consolidated Plan currently anticipates funding the following priorities with CDBG funds:
- Housing rehabilitation
- Emergency shelter services
- Outreach/referral for Latino/Hispanic residents
- Fair housing activities
- Services for children aging out of foster care
- Non-profit capital improvement projects
- In-fill sidewalks in low-income neighborhoods
Eligibility Criteria
To be eligible for consideration, all applicants must meet the following criteria:
- All interested non-profits and governmental agencies are encouraged to apply for CDBG funds.
- The proposed activity must comply with HUD regulations in meeting one of the national objectives:
- Benefit low- and moderate-income persons
- Prevent or eliminate slum/blight
- Meet a particular urgency (serious and immediate threat to health and welfare, e.g. as a result of flood, fire or earthquake).
- At least 70% of the CDBG funds expended must meet the first National Objective (benefit low- and moderate-income persons).
- The proposed activity must address a local need per the Consolidated Plan.
- The proposed activity must be an eligible activity/expense of the CDBG-CV regulations
