The City of Jurupa Valley is a recipient of CDBG funds from the federal Department of Housing and Urban Development (HUD). The primary objective of the CDBG program is “the development of viable urban communities by providing decent housing, a suitable environment and expanding economic opportunities principally for persons of low- and moderate-income.”
On an annual basis, the CDBG program provides about $1.2 – $1.3 million in funding for the City to carry out projects in three areas:
- Infrastructure
- Social Services
- Housing Initiatives

To date, the 2023 Federal budget has not been approved; however, for planning purposes, the City anticipates receiving $1,100,000 in CDBG funds for Fiscal Year 2023-2024 (July 1, 2023 through June 30, 2024).
The City has planned to make $165,000 available for public services for Fiscal Year 2023-2024. The funding levels listed above are subject to modification once HUD publishes actual grant amounts.
The City of Jurupa Valley is free to select from a range of eligible activities established by HUD for the use of CDBG funds. Eligible activities include social service programs (i.e., public services) provided the majority of program beneficiaries are low- and moderate-income residents, as defined by HUD. Funding for public service programs is limited to a budget allotment established by the City that falls within CDBG program guidelines.
