The City of Emporia, Kansas does hereby establish a Grant Committee to review external applications requesting City pandemic recovery assistance through the use of City ARPA funds.
Each City Commissioner shall appoint one representative to the Grant Committee. The appointed members and their immediate family may not be employed or serve on the board of directors of any organization submitting an application.

- The City has been presented with requests for funding from educational institutions and community organizations to aid in pandemic recovery
- The Governing Body desires to use a portion of the City’s ARPA funding to establish grant opportunities for local organizations and educational institutions to aid in pandemic recovery and economic growth and to ensure a fair opportunity is made available to the community to submit requests that will improve the overall economic well-being of the community
- The Governing Body has determined that it is necessary to create a Grant Committee to review applications and make a recommendation to the Governing Body for disbursement of funds.
