At Best Starts, they value the wisdom of the community and know that pregnant people thrive and babies grow into healthy, happy children when they have the support of the entire community. CBPS partners will provide support for parents, caregivers of children ages 0-5, and people preparing to become caregivers to share information and resources. Supports from CBPS partners will improve maternal and child health, foster parenting relationships, and increase caregivers’ knowledge of child development and social-emotional well-being—increasing the likelihood that all children and families will have the best start in the life.
The RFP is seeking partners who are reflective of/rooted in the communities they intend to serve. Peer-based providers share lived experiences, culture, and/or language(s) with the caregivers they support. Peer-based providers will use this connection to create supportive relationships based on trust and respect to support families: improve their health outcomes, build social support, build resilience, and link families with needed community resources.
Through peer support providers, BSK will provide various services to young children and their caregivers. As the African Proverb says, “It takes a village to raise a child.” This RFP defines caregivers as the village members who provide care and love to King County children. This includes but is not limited to Family (such as mother, father, sister, brother, aunt, grandparent, and other caretakers), Friends, and Neighbors.
This RFP seeks partners to provide support in one or more of the following areas:
- Basic Needs Resource Brokerage (BNRB) – Providing bulk-purchased necessities that are of the utmost importance to young children and their families to community organizations for distribution as needed. These items include diapers, cribs, infant car seats, clothing, formula, food, and more.
- Kaleidoscope Play and Learn (KPL) – Uses the Kaleidoscope Play and Learn model – a promising practice that brings families together to learn about early learning and healthy development as they sing, read, and play together.
- Parent and Caregiver Information and Support (PCIS): Provide King County caregivers with group educational activities that foster nurturing relationships and increase caregiver knowledge of child development and social-emotional well-being.
Funding Information
Through this RFP, Best Starts for Kids is seeking community-based partners to deliver community-centered Caregiver Peer Supports and Basic Needs Resources Brokering, selected applicants will be contracted for the period of January 1, 2023, through December 31, 2025, with the possibility of extension for contracts in good standing.
- Agent for Basic Needs Resources: $390,000.00 (approximately $130,000 annually)
- Kaleidoscope Play and Learn: $120,000.00 ($40,000 annually)
- Information and support for parents and caregivers: $390,000 ($130,000 annually)
Eligibility Criteria
This application is open to nonprofit organizations, community organizations, Tribes and Tribal organizations, and public or government agencies serving King County communities. Small, non-profit community organizations are invited to submit proposals.
