With this solicitation, BJA seeks to select one provider to deliver, nationwide, a wide range of training and technical assistance (TTA) services to prosecutorial agencies participating in the Innovative Prosecution Solutions (IPS) Program. These services include, but are not limited to, training and educational sessions by relevant subject matter experts, onsite or remote guidance on problem analysis, solution development, data analysis, prosecution theory, evaluation methodology, and other matters relevant to the purposes of the IPS Program. IPS Program agencies will leverage these TTA services to implement innovative and effective solutions to pressing safety and prosecutorial agency challenges, enhancing the quality of their IPS projects.
Goals
- Provide ongoing TTA (both remotely and onsite) to existing and future IPS Program grantees.
- Advance prosecution practices for the benefit of the entire field through the dissemination of promising practices and evaluation findings focused on improving public safety and types of crime that are increasing.
Objectives
The IPS TTA partner will provide training, technical assistance, and guidance that addresses the management, organizational, and project implementation needs of the IPS Program grantees. This can include mentoring by other experts on program implementation and management. At a minimum, the TTA provider will ensure that its efforts are framed around supporting the development of each IPS Program site’s strategy for instituting and testing unique approaches to chronic and/or emerging crime problems and its capacity to achieve results.
The TTA provider will also support prosecutors in leading collaborations with their criminal justice partners and developing strategies focused on improving public safety and reducing violent crime, such as:
- Developing ways to identify those who commit the most violent and repeat offenses/and or using data to develop prosecution strategies with law enforcement.
- Assisting prosecutors with best practices to identify low risk individuals and mechanisms for diversion.
- Using crime analysis tools, through strategies like GunStat, to track violence involving the criminal use of a firearm.
- Enhancing the prosecutor’s role in investigations of homicide cases and cybercrime strategies to improve public safety.
- Working with the police department and the United States Attorney to investigate and prosecute human trafficking cases.
