For purposes of this competitive Request for Proposals (RFP), Snohomish County Human Services Department, Office of Community and Homeless Services (hereinafter referred to as the “County”) is combining into one application process a number of fund sources to support the following homeless housing system element:
HEN Essential Needs consists of three types of assistance:
- Personal health and hygiene items (i.e., toothpaste, shampoo, soap, etc.);
- Household cleaning supplies (laundry soap, dish detergent, etc.); and
- Bus passes.
Sub-grantees cannot provide retailer or merchant gift cards, vouchers, or certificates to purchase personal health, hygiene, and household cleaning supplies. It is the expectation that the successful application will coordinate with other providers to make Essential Needs supplies available throughout the county.
Funding Information
- The County is estimating approximately $6.75M annual total available from all three funding sources included in this RFP based on current (PY2022) funding. They do not have the final PY2023 amounts at this time.
- In addition, they estimate approximately $360,000 annually in HEN Essential Needs funding. The award may be scaled up/down depending on actual funding from Commerce. It is the intent of the County to only award one applicant with HEN Essential Needs funding
- The funding period is for two years, Program Years 2023 and 2024. Initial contracts for these funds will be for one year beginning July 1, 2023, through June 30, 2024.
Eligibility Criteria
Units of general purpose local government or private non-profit organizations that have received 501(c)(3) federal tax-exempt status from the U.S. Internal Revenue Service (IRS) and are registered as a non-profit corporation in the State of Washington. Faith-based organizations may not restrict client participation based on required religious affiliation or services or engage in inherently religious activities as part of the program or services with these funds. The County will not accept applications from individuals.
