The purpose of the grant program is to increase the number of early educators available to serve California State Preschool Programs (CSPP) and transitional kindergarten (TK) programs by supporting the attainment of 24 early childhood education credits, an associate degree in Child Development, or an Early Education Multiple Subject Teaching Credential; and to increase specific competencies for early educators within the CSPP, TK, or kindergarten programs.

- A total of $100 million is available through this grant program.
Eligibility Criteria
- Eligibility is limited to local educational agencies (LEA). LEAs include county offices of education, school districts, and charter schools.
- An LEA may apply for funding to conduct grant activities that serve multiple LEAs and non-LEA early education providers, including CSPPs and Head Start programs operated by community-based organizations, as a part of a consortium. An LEA may include in their consortium institutions of higher education or other California Commission on Teacher Credentialing – approved institutions offering preparation programs.
- To be eligible to submit an RFA, prospective applicants must submit an LOI or be part of a consortium under a lead LEA who has submitted an LOI.
- Submission of an LOI does not bind the prospective applicant to submit an RFA or prevent an LEA from participating as a member of a consortium led by another LEA, as long as the lead LEA applicant has submitted an LOI.
