Eligibility Criteria
For purposes of Entitlement Community Development Block Grant and Urban Development Action Grant eligibility:
- Any unit of general local government that is classified as a municipality.
- Any other unit of general local government that is a town or township and that, in the determination of the Secretary:
- Possesses powers and performs functions comparable to those associated with municipalities;
- Is closely settled (except that the Secretary may reduce or waive this requirement on a case by case basis for the purposes of the Action Grant program); and
- Contains within its boundaries no incorporated places as defined by the United States Bureau of the Census that have not entered into cooperation agreements with the town or township for a period covering at least 3 years to undertake or assist in the undertaking of essential community development and housing assistance activities.
